It noted that the state had not provided empirical evidence to justify its ban. It also noted that the ban was “disproportionate to the object sought to be achieved.”

In 1999, the government of India introduced the Foreign Exchange Management Act. This law prohibited exchange of foreign currencies for Indian money.
